Mr. Luaanda is a co-founder member of the Public Private Partnership Unit (PPP) at the Ministry of Finance, Namibia. He is the current Acting Director of the PPP Unit, responsible for PPP capacity building and outreach programs (business development), PPP Legislative and Policies and PPP projects appraisal in Namibia.
Prior to joining PPP Unit, Mr. Luaanda held various management positions at a number of institutions; Motor Vehicle Accident Fund (MVA Fund), Office of The Auditor General, Namibia Red Cross Society, Johnny and Penny Group of Company.
Mr. Luaanda has over 14 years of working experience, ranging from property and procurement management, corporate finance, infrastructure finance, auditing, farming, debt collection and Insurance.
Mr. Luaanda has a Bachelor degree in Accounting, Postgraduate diploma in Internal Auditing, both obtained from the University of Namibia and a Master’s in Development Finance (Thesis: Feasibility of PPP in financing infrastructure development in Namibia) and Management Development Program both obtained from the Stellenbosch Business School, South Africa.
In addition, Mr. Luaanda has attended a two weeks course on Infrastructure in a Market Economy at Harvard University, a course specifically on infrastructure development through public private partnership and the dynamics of privatization of public assets.
He is heading the team currently working on the following PPP projects in Namibia; PPP for Dialysis facilities at three state hospitals and Pediatric Intensive Care unit, other projects are the development of affordable housing, 125MW concentrated solar power and office building
